The Catalan Data Protection Authority (APDCAT) and the Andalusian Transparency and Data Protection Council (CTDPA) have signed a collaboration agreement to promote the proper implementation of data protection regulations in the deployment of artificial intelligence systems (AI) among public sector entities.
The agreement will allow the methodology and support tool for the implementation of AI in the public sector, developed by the CTDPA and available since January 2026, to be translated into Catalan and English. The tool allows the practical application of the Andalusian methodology that guides public entities step by step through the life cycle of the artificial intelligence (AI) project, facilitating the systematic description of the system, the verification of essential compliance requirements, the performance of the risk analysis, the adoption of technical and organizational measures and the generation of the data protection impact assessment. It also provides specific guidance for integrating data protection requirements into public tender processes and establishes a monitoring plan for the operational phase of the system. The aim is to contribute to the responsible development of AI in terms of data protection in the public sector, and to encourage administrations to take advantage of the potential of artificial intelligence while maintaining the maximum guarantees for citizens' rights.
This agreement shows the recognition of both entities of the transformative impact of AI, as well as their commitment to human dignity, democracy and the rule of law in the use of technology. Thus, it demonstrates their commitment to the implementation of reliable and responsible AI in public administrations with respect to privacy and people's rights, and the adoption of AI technologies that take into account transparency, security, responsibility, privacy, autonomy and the defense of fundamental rights
Under this agreement, in addition to the translation into Catalan and English of the Andalusian methodology and tool, APDCAT will publish its Catalan, Spanish and English versions on its website. It will also make them available to the CTPDA for reuse in the development and maintenance of future evolutionary versions of the methodology and tool.
In addition, the two entities will collaborate in the configuration or parameterization of the functionalities of the tool that are necessary for its implementation and publication in the APDCAT environment.
